A shared vision in most projects works best for everyone involved. Which is the whole idea behind framework. A good project manager's job is to delegate, and fulfill all responsibilities needed so that everyone, (and everything) comes together nicely. The only reason not to have framework is if the project is quite small, which then would just complicate things, perhaps.
